Project Idea

The aim of SERENA project is to address the issue of rebound – effect in the energy market following the introduction of new smart technologies. The rebound effect (or take – back effect) is the reduction in expected gains from new technologies that increase the efficiency of resource use, because of behavioural or other systemic responses. These responses tend to off-set the beneficial effects of new technologies or other measures taken. If the existence of rebound effect is uncontroversial, the magnitude of the effect on real economies is still unclear and partially misunderstood. Sustainability concepts that rest on the idea of resource of energy efficiency due to technological progress tend to overestimate the potential saving effects, not considering that an increase in efficiency of 1% generates a reduction in resource use far below 1%. In this perspective, SERENA project establishes a network of energy experts and stakeholders to develop a rebound effect toolkit, which will generate valuable results both for policy-makers and end consumers. The purpose is the roll out of an innovative multidisciplinary 3X2 dimensional matrix to analyse the rebound effect under three horizontal complementary aspects (environmental, socio-economic, technological) and two spatial dimensions (local and national). Moreover, the project will be realized following some crucial principles: a) high-skill competences creation, b) gender bias mitigation thanks to an exhaustive socio-economic analysis, c) integrated reporting methodology, in order to assess step after step the added value brought by the project, and d) smart technology security in order to constantly monitor the balance between privacy, data mining and security breaks.

Activities inside the SERENA project

  • Creation of a short – term scientific mission in order to tackle the most effective way to detect the rebound – effect after the introduction of new smart technologies and standardize the measurement of the phenomenon;
  • Networking activities among energy experts and SMEs in the energy field and regional development and energy agencies aiming at creating work and policy synergies;
  • Development of a paper-free manual to collect best practices in addressing rebound effect specifically elaborated for national and territorial policy-makers;
  • Criteria for the elaboration of territorial groups of action among European energy end users that are already implementing energy efficiency measures, in order to minimize the misinterpretation of rebound effect phenomenon;
  • Development of a training school for young energy experts in order to create “rebound experts”. The programme will be specifically tailored for young engineers and researchers, with the purpose of including this new topic in already existing energy programme.
